Over the many years I've been in model railroading, I used many
methods too numerous to mention to build roads on layouts. Most of the
techniques were very messy involving all types of plaster.
On the "original' JJJ&E and the "new" JJJ&E I decided to use Roofing Felt for building roads. It's really an easy technique compared to all the other methods involving plaster. Roofing Felt comes in several thicknesses and has an asphalt color which is ideal for roads and parking lots. You can find Roofing Felt in Home depot and Lowe's. It's cost for a 30'x3' roll is $15.00. That's enough Roofing Felt for several layouts.
Roofing Felt is easy to use. Just measure the width of the road and it's length and cut out that piece from the roll. Then apply some wood glue to the underside of the Roofing Felt and apply it to the layout base where you want your road or parking lot. Once the glue dries you're all set. There is no plaster to color, fuss with, or any mess to clean up.
The Roofing Felt road or parking lot is easy to weather with weathering kits such as the Bragdon Weathering System or other weathering chalks.
